This is a permanent full-time position working 35 hours per week.


Reporting to the Director of Information Technology, this role will establish, implement, develop, and control best practices for IT project management and business analysis throughout the organization.

Preferred Background:

The successful candidate will possess a University Degree in Computer Science, Business Administration or a related discipline along with at least ten (10) years of experience in IT project management, software development and supervision. A Master’s degree and/or a PMP designation are preferred. Lean Six Sigma certifications (Green or Black Belt) is an asset. The ideal candidate will have at least five (5) years of senior management experience with the ability to lead, coach, and influence and motivate staff. Highly developed project management and organizational skills are required along with knowledge of information technology best practices to manage competing and high priority projects simultaneously. Highly developed oral and written communication skills, excellent customer service skills and strong analytical and problem solving skills are required. The ideal candidate will have a strong sense of political acuity with strong interpersonal and negotiation skills. This role requires strong knowledge of waterfall and agile development methodologies along with strong computer skills including experience in project management software (MS Project), SAP, cloud based solutions, SaaS, and integration with on premise solutions. An equivalent combination of education and experience will be considered.

Working Conditions:

Travel will be required; incumbent must provide their own transportation. The incumbent will be required to provide a copy of their driver’s license by their first day of employment.


  • Directs and manages development of all IT assessments and projects within the portfolio from beginning to end, including establishing and monitoring project timelines, milestones, deliverables, project dependencies and critical path.
  • Defines how the scope, goals, and deliverables of IT projects should support business goals in collaboration with senior management.
  • Develops best practices, techniques, and tools for project planning, execution, project management, ongoing milestone/deliverable tracking, communication, and key performance metrics.
  • Leads a team of professionals and effectively manages project teams’ time and allocates resources to ensure deliverables are completed.
  • Effectively communicates and manages project expectations to project managers, owners, sponsors, team members, and other stakeholders in a clear and concise fashion.
  • Determines frequency and content of status reports from project managers, analyzes results, and troubleshoots problem areas/mitigate project risks.
  • Conducts project post mortems and identifies and recommends successful and unsuccessful project elements.
  • Develops business case justifications and cost/benefit analysis for technology initiatives. Prepares request for proposals (RFP’s) for technology equipment and services.
  • Prepares documents, reports, presentations, written analysis, project plans, etc. Negotiates contracts and agreements with external vendors and ensures contract compliance, problem resolution and maximum effectiveness for the Region.
  • Assists areas with implementing service improvement initiatives through consultations and/or service agreements.
  • Develops and manages budgets in order to ensure program priorities are met.
  • Collaborates and manages relationships with internal and external stakeholders, including vendors, departments, IT teams and other corporate and community partners.
  • Establishes and maintains contact with professionals in related fields to keep abreast of new developments and best practices in the field of information technology, and promotes those which can improve efficiency and effectiveness.
  • Performs other duties as assigned.
