Vintage chair with a very tall back which I am guessing is for hanging coats -- a combination coat tree and chair? The base of the chair folds partway to conserve space when not in use. Presumably you would sit on the seat while putting on or taking off your boots or perhaps skates. Strange to say, I have been unable to find any information on this on the internet. Made by Imperial Rattan Co. Limited (Imperial Loyalist of Stratford, Ontario), probably produced in the 1930s to 1950s. Might be maple, but not sure. Free delivery in KW.
