All three clamp tighteners are lockable but I don't have the key. Girard Lock on Montreal Road should be able to cut keys. Top plates also have a hole to a allow a lock to prevent the plates from being spread.
This rack is secured to the vehicle with a bolt or a trailer ball going through the base plate into the bar going into the receiver.
